This policy provides a set of parameters that University of Oregon student publication groups must follow if they want to distribute publications in the EMU. A University of Oregon student publication group is defined as a student organization listed in Engage or an ASUO official contract. The parameters of distribution include:

  • At least 80 percent of the content of distributed publications will be University of Oregon and/or student related and created.
  • Distribution racks and/or boxes must be registered with the UO Scheduling and Event Services Office.
  • Distribution racks and/or boxes will be provided by the organization and must be branded with an identifiable image or name that is synonymous with the organization.
  • The organization must publish at least monthly during the academic year and with a minimum of 1,000 copies per issue.
  • Other publications can utilize the existing wooden cubbies at EMU North Entrance. These cubbies are available for all publications and are not included in this policy.
  • The size of the boxes should be equivalent to or smaller than 45" high x 15" wide x 15" deep.
  • UO Scheduling and Event Services will determine how many distribution points are available at any given time and this will be reflected in current scheduling system.
  • This policy addresses newspapers, magazines, and journals published by approved student organizations at the University of Oregon. It is not intended to apply to flyers, leaflets, pamphlets, or other paper materials.

The EMU has the discretionary authority to remove or limit the number of boxes.

UO Scheduling and Event Services will periodically monitor the distribution racks to ensure compliance with this policy. In addition, UO Scheduling and Event Services will respond to any comments and/or complaints brought to their attention by the public as related to distribution of materials as described in this policy.

Violation of this policy may result in sanctions. Sanctions may range from verbal or written notification, temporary withdrawal of an organization’s permission to distribute and place racks/boxes in the building, or up to and including permanent removal of permission to distribute. Violations will be brought to UO Scheduling and Event Services for review and potential sanctioning. EMU Director can act as an appeal in this process.

Violations may be referred to UO Student Conduct for review.
