EMU Administratively Allocated Spaces
Revenue-generating spaces
- Event Spaces (reservable)
Description: Event spaces are defined as those spaces used for reservation to support university-approved activities and are a significant revenue generator for the EMU as well as part of the critical resource available to all student groups who use those resources as part of their Student Union Fee benefits. These spaces are managed at the discretion of the EMU director.
User Groups: All- Small meeting rooms
- Mid-sized conference rooms
- Large event spaces
Community and recreational spaces
These spaces are generally not reservable (some special exceptions may apply) and allow students and UO community to engage in open spaces that offer places to relax, engage in unscheduled conversations, work with teams in less formal environments, study, eat, and play. These spaces are really at the heart of the student union and allow the EMU to be an open and inviting space for all the UO community. These spaces are managed at the discretion of the EMU director.

Administrative spaces
- EMU administrative offices: Spaces that are allocated for employees of the EMU, assigned and managed at the discretion of the EMU director.
- Student Life administration: Spaces that are allocated for employees supporting the Division of Student Life, assigned and managed by the EMU director in collaboration and at the behest of the vice president for student life.
- Other university administration: Spaces that are allocated for employees supporting the work of the university, assigned and managed by the EMU director in collaboration and at the behest of the vice president for student life and the associate vice president with direction and oversight for the employees in those offices.
- Storage spaces: These are spaces designated for storage and typically are not inhabitable.
- Maintenance, facilities services, and custodial spaces: These are necessary spaces that support the operational and functional aspects of the building and are not typically available for re-allocation.
Program and office spaces
These spaces are those that are established and funded to support specific uses and operations that serve students generally and offer opportunities for student engagement in specific and core ways. These spaces are those that will generally be the purview of the EMU Space Allocation and Review Committee.
- EMU program spaces: Spaces that have been designed or assigned to specific EMU programs or operations that serve the public and are core to the mission of the EMU.
- Student Life program space: Spaces that have been allocated within the EMU at the request of the vice president for Student Life and/or they have been developed as part of the portfolio of programs desired by students to be placed in the EMU.
- Other university program spaces: Spaces established via direction from the EMU director, historical precedence, or via vice president for Student Life designation.
ASUO Student Organizations and Program Spaces
This group of spaces are earmarked through historical precedence and through agreements to be utilized by and generally determined via ASUO and/or the EMU Advisory Board–House Committee.
- Student government spaces: Allocated to ASUO to support their governance operations and the related services they provide.
- Student government-approved programs spaces: Spaces allocated to the ASUO-approved organizations that are allocated space through the EMU Advisory Board–House Committee*. This long-standing process includes, generally, spaces within the current Multicultural Center as well as spaces adjacent to the Mills International Resource Center.
*There are current spaces that were allocated through the EMU Board mechanism that were pre-existing spaces that carried over into the newly renovated building in 2016.
Contracted Spaces
These spaces provide additional auxiliary revenue for the EMU and support the overall EMU budget. These spaces include retail spaces as well as contracted/leased office and other spaces (i.e. ATMs, vending, bank services, etc.). These spaces are managed at the discretion of the EMU director.
- Retail and vendor space: Spaces that are contracted for rental and subject to the rental agreement terms outlined. These are revenue-generating spaces for the auxiliary functioning of the EMU.
- Contractual spaces: Spaces that are under a memorandum of understanding (MOU) or contracted agreement that earn revenue for the EMU based on the MOU or contract terms. These spaces include both on-campus and off-campus partners.
